Where does OneCalendar get its available contacts for sharing an appointment using the People tab?

Where does OneCalendar get its available contacts for sharing an appointment using the People tab? I have a contact in a number of my different accounts linked to OneCalendar that does not get shown for being able to select in the list offered.
